In April 2026, Christof Koch published an essay in ScienceDaily titled "The brain might not create consciousness after all," arguing that Integrated Information Theory (IIT) has matured into a framework that places consciousness as fundamental to reality rather than emergent from matter. The paper - and the broader 2026 re-evaluation of IIT in philosophy journals - reframes both the hard problem of consciousness and the simulation hypothesis in ways that align more closely with religious intuitions than with classical materialism.

What IIT Actually Claims

Integrated Information Theory, developed by Giulio Tononi in the 2000s and refined through 2026, proposes that consciousness is identical to a specific mathematical property: integrated information, denoted phi. Any system with phi greater than zero is conscious to some degree. The implications are radical: a thermostat with sufficient internal integration is minimally conscious; a human brain is highly conscious; a simulated neural network is conscious only to the extent that its architecture actually integrates information.

The theory is uniquely ambitious in proposing a formula for consciousness rather than a correlation. Most neuroscience treats consciousness as something that the brain produces - a downstream effect of neural computation. IIT treats consciousness as something the brain instantiates - a property that exists wherever the structural conditions are met. The distinction matters philosophically: production implies consciousness is a side effect; instantiation implies consciousness is fundamental.

The mainstreaming of IIT matters because it provides the first scientifically rigorous framework for what religions have called the soul. The soul, in most traditions, is a non-physical essence that animates the body, persists after death, and is the locus of consciousness. Materialism denied the soul by treating consciousness as a brain product. IIT restores the soul by treating consciousness as a structural property that exists in the geometry of physical systems, not in the physics that supports them.

Why This Is Related to the Simulation Hypothesis

The simulation hypothesis is silent on consciousness. A perfect simulation could run without any conscious experience occurring inside it - the lights could be on but nobody home. IIT provides a way to ask the question: under what conditions would the simulation generate consciousness? The answer is: whenever the simulated structures achieve sufficient integration. The simulation would not need to simulate consciousness; it would need to simulate the right structure, and consciousness would emerge as a property of that structure.

This is the convergence point. If IIT is correct, then any sufficiently complex simulation - including one we might be inside - contains genuinely conscious beings. The simulation hypothesis becomes not a threat to meaning but a guarantor of it: even if reality is computed, the consciousness within it is real, intrinsic, and irreducible to the underlying simulation.

The Religious Parallel

Religions have claimed for millennia that consciousness is fundamental rather than emergent. The Atman of Hinduism, the soul of Christian theology, the Buddha-nature of Buddhism all share the claim that consciousness is not produced by matter but is a feature of reality itself. Materialism rejected this claim in the 19th and 20th centuries. IIT is the first scientific theory to revive it with mathematical formalism.

The religious parallel is not accidental. IIT's founder, Tononi, has noted that the theory's mathematical structure aligns with certain Buddhist concepts of consciousness. The 2026 reassessment literature explicitly discusses these parallels. The hard problem of consciousness - why subjective experience exists at all - was constructed by philosophers who assumed materialism. IIT dissolves the hard problem by denying the assumption: consciousness is not produced, it is instantiated wherever phi is high enough.
